在大数据与平台经济并行演进的背景下,各类刑事案件线索呈现跨平台、多模态与强隐匿特征,对公安侦查工作的响应速度、证据质量与流程规范性提出了更高要求。神经信息检索技术系统化赋能公安侦查能够破解传统检索手段在语义理解、碎片信息整合与合规管控上的不足。通过构建“基础数据治理—实战检索应用—合规审计监督”三层架构,将技术深度嵌入“受案—检索—研判—取证—移送”各环节,围绕“人、账号、设备、地点、资金、时间”六大要素,建立标准化作业范式,有效提升线索发现的广度与精度、增强证据组织的规范性与可采性、保障侦查全过程的可审计性与合规性,为在法治框架下培育公安机关新质战斗力、推动侦查工作数字化转型提供了系统的技术方案与制度保障。
Abstract:In the context of the parallel evolution of big data and platform economy, criminal case clues exhibit cross-platform, multi-modal, and highly concealed characteristics, imposing higher demands on the responsiveness, evidence quality, and procedural compliance of police investigations. Systematically empowering police investigations with neural information retrieval technology can overcome the limitations of traditional search methods in semantic understanding, fragmented information integration, and compliance control. By constructing a three-tier architecture of “basic data governance—practical retrieval application—compliance audit supervision”, the technology is deeply embedded in each phase of the process: “case acceptance—retrieval—analysis—evidence collection—transfer”. Focusing on six key elements: “person, account, device, location, funds, time”, it establishes standardized operational paradigms, effectively enhancing the breadth and precision of clue discovery, strengthening the organization and admissibility of evidence, and ensuring the auditability and compliance of the entire investigation process. This provides a systematic technical solution and institutional guarantee for nurturing new combat capabilities in public security agencies and promoting the digital transformation of investigation work within the legal framework.
